The Johannesburg Roundtables
Development finance and the post 2015 framework and Africa post 2015 narrative meetings
When and Where: 24th and 25th February 2013 at the Pan Africa Parliament, Midrand, South Africa
The United Nations Secretary General has appointed a High Level Panel (HLP) of Eminent Persons to provide independent recommendations on what international development framework might succeed the Millennium Development Goals, after their expiration in 2015. The HLP is co-chaired by their Excellencies Ms. Ellen Johnson-Sirleaf, President of Liberia, Mr Susilo Bambang Yudhoyono, President of Indonesia, and Mr David Cameron, Prime Minister of the United Kingdom. The HLP has already met in New York and in London to deliver on its mandate, and recently in January 2013 in Monrovia under the general theme "National Building Blocks for Sustained Prosperity" with special emphasis on economic transformation. The next and last HLP meeting will take place in Bali in March 2013 and the theme of discussion will be Means of Implementation and the Global Partnership.
Possible financing model of the post 2015 framework
As discussions and consultations on the development of the Post 2015 Framework gain momentum across Africa and the rest of the world, it is evident that there has been inadequate focus on domestic resource mobilization and the MDGs heavy reliance on ODA. Discussions with regard to MDG 8 in particular and its relevance as a possible financing model of the Post 2015 framework, appears to be muted in the on-going consultations. Any future goal setting for financing of the Post 2015 framework should begin with a review of goal 8 and the financing model it incorporates. The purpose of the Development Finance and the Post 2015 Framework meeting is to provide a framework for such a discussion within the on-going CSO consultations, and, ultimately to enable the formulation of CSO advocacy priorities on this crucial issue.
Narrative consistent with challenges and aspirations of African people today and Africa's place in the world
The Development Finance meeting will feed into the Africa Post 2015 Narrative meeting which aims to fulfill the need for a coherent narrative on Post 2015 which is consistent with the challenges of African development and the aspirations of African people in the context of Africa's place in the world today. The meeting aims to initiate a smaller consultation of leading African intellectuals, policy experts, practitioners and CSO activists involved in the Post 2015 process to pull together a common, bold, and practical vision and narrative on the ‘Africa We Want Post 2015' and to inform CSO and inter-governmental consultations and positions.
What comes next?
Both meetings will feed into the Pre-Meeting of the Global Thematic Consultation on Governance and the Post 2015 Development Agenda 26-27th February 2013 and the main Global Consultation on Governance to be held at the Pan-African Parliament 28th February - 1st March 2013 in Midrand, South Africa. The Governance meeting will bring together the African experience of Governance to inform the new development agenda.
The outcome documents of the South African consultation meetings will also feed into the discussions of the HLP meeting in Bali.
